The HHWCL and David Lacey have had progressive discussions regarding the future of Well #3. A phone conference on January 29 ironed out the details of an agreement to move forward with several fronts regarding this issue. It is hoped for a positive outcome for all concerned and barring any unforseen roadblocks and anticipating agreement by the HHWCL Shareholders this should be the case.

The HHWCL has set a date and time when all its executive have agreed that it is convenient for them to talk again with David Lacey regarding Well #3. Mr Lacey will host a conference call on January 29, 2009 at 7:30 pm to finalize this issue. The last time the HHWCL executive and members of the committee formed to resolve this issue and were able to arrange a convenient time for them to meet with Mr Lacey was October 25, 2008, some 88 days ago. This will be the final meeting on the matter. The outcome will decide the future of well #3.

At the end of the special meeting this fall the HHWCL and David Lacey agreed to enter into talks to allow Well #3 to remain operative in its current location on Mr Lacey's land. A meeting was held on October 25, 2008 with The HHWCL executive in attendance along with Bobby Petrie, Charles Skerry, Richard Davies and David Lacey in attendance.
Mr Lacey presented the group with a 3 part plan that would assure the well remaining in its current location. In very short form his plan consited of the following proposals:
1- That the current easement be dispensed with in favour of a no cost, renewable 2 year lease
2- That the HHWCL membership agree to indemnify the landowner of any liability whatsoever incurred as a result of the drawing of water from this property
3- That the HHWCL drop any plans to go forward with wellhead protection and instead adopt a community iniative to insure clean water.
There, for various reasons, has been no follow up meeting. The HHWCL is attempting to arrange a time when all the members of the group can be available for a phone conference. No meeting time has been arranged as yet but one is hoped for soon as this is a pressing issue. A tentative information website has been constructed which addresess the issues surrounding the many concerns regarding water quality in the Hall's Harbour area ( and general concerns to any watershed area). This website is a private undertaking and is not affiliated with the HHWCL or any community group. The URL for this site is:
